Wheeling leaders were happy with the city's ‘Food for Fines’ program.

The program generates canned goods in exchange for parking ticket money. For the last 2 weeks of the year, if drivers were given a parking ticket downtown, they could pay with five canned goods instead of paying a $10 fee.

As a result, 450 canned food items were collected. They will be given to various food pantries throughout the city.

"It's turning a negative into a positive,” Mayor Glenn Elliott said. “Kind of bringing attention to the fact that we have a lot of people here who still do need some help going into the holiday season."

Elliott says that the city will likely hold the program for the entire month of December in 2018.
