Third co-defendant in alleged theft-in-office plan in York Township faces charges

The third co-defendant named in an alleged theft-in-office plan in York Township was revealed after he failed to show up for a secret indictment arraignment last week.

Ryan Lee, 47, was arraigned on six felony charges Monday after an arrest warrant was issued last week.

Lee pleaded innocent to a host of charges, including engaging in a pattern of corrupt activity, receiving stolen property, complicity to theft in office, theft in office, failure to file tax returns, and filing an incomplete or fraudulent return.

Lee faces a maximum of 19 years in prison.

Investigators with the Ohio State Auditor's Office believe he accepted payments from York Township for work not performed. Lee was also allegedly paid in excess for work as a meter reader and technician with the township water authority.

He is charged alongside his wife and mother-in-law in a theft-in-office scheme of nearly $100,000 from both York Township and York Water Authority.

Former fiscal officer, 47-year-old Dawn Lee, is charged with 27 crimes, and she's facing a maximum possible sentence of 52 years in prison.

Lee's mother, Irma Shreffler, was also indicted on charges of engaging in a pattern of corrupt activity, receiving stolen property, complicity to commit theft in office and failure to file.

The allegations include receiving payments she did not earn.

The auditor's office says the thefts took place over a 3-year period with the majority of the crime stemming from 2013 and ending in 2016.

Dawn Lee was allegedly writing checks to herself, effectively stealing more than $90,000 from York Township, and racking up another $8,100 on water authority credit cards.

Both Dawn Lee and her mother have posted bond while Ryan Lee remains behind bars in the Belmont County Jail.

Additional hearings in the case are slated for later this month.
