Garbage rates are increasing in Bellaire for the first time in more than a decade.

Village council plans to increase monthly sanitation collection rates by about $3.

Residential and commercial rates will both be increased, according to the first reading by Bellaire Village Council.

"It's a small increase, $3.26 I believe is on the residential side,” Village Administrator Scott Porter said. “That brings us up to modern day standards."

The proposed ordinance calls for increasing residential garbage collection rates from $12.74 per month to $16.10, monthly.

It's still less than what rural residents are paying outside the village limits.

"Most of the ones on the residential side, they understand,” Porter said. “Either they've compared to what's on the outside or figured it's reasonable."

As for monthly commercial rates under the ordinance, the lowest fee would be $25 for a 1-yard dumpster collected once a week, with the highest amount being $1,400 for an 8-yard dumpster collected seven times a week.

The proposed ordinance also calls for a 3-percent increase to the rates, effective October 1 of each year, starting in 2018.

Porter says the fee adjustments are necessary to keep up with increasing operating and landfill costs.

"We're going to make sure this doesn't happen again. We're going to put a small annual increase up and some of the neighboring communities are doing the same thing. And it's just the cost of doing business these days," Porter said.

A second reading will take place at the next village council meeting. Three readings are necessary before council can vote to pass the ordinance.
