Steubenville council cracking down on water customers

STEUBENVILLE, Ohio -- More than 40 commercial businesses in Steubenville could risk having their water service interrupted if they don't respond to a city requirement that commercial businesses to upgrade their water system.
"The meters are old, they're very old,  and they're outdated and they're not giving us a proper reading," Councilman Kenny Davis said. "So consequently we're not collecting probably what we should be collecting,"
The city sent out a letter to more than 100 large commercial meter users  -- businesses like restaurants, office buildings and hospitals. That letter had a deadline of June 20, 2014. By that time, business owners are required to get an upgraded water meter. The more than 40 of those businesses that didn't respond run the risk of having their water service interrupted if they choose not to get the new upgrade before the deadline.
"Change makes everybody upset, and so I would say that a lot of them are dragging their feet because of the cost," Davis said. "Unfortunately if they continue to drag their feet in the future, their water service could be interrupted we could shut them off until they change the meter."
This is one of many issues the city faces with ongoing water problems. They range people not paying their water bills to some residents stealing water. Officials say they are working on fixing all those issues.
"We're going to do an ongoing investigation on how many people in this town are actually stealing water," Davis said. "Those people that we catch -- and I'm talking residents -- will be prosecuted. They could be charged with grand theft, they could be jailed, or made to pay back 3 or 4 years at a minimum cost per year, so it could be significant."
Officials say the next phase in tackling water problems is to update residents' water meters. That expense will be at the cost of the city, not the residents.
