Neighbors in the Glen Hollin and Mar-win area say they're angry about a pier project that's never been completed.

Sam Seaman says the project began last winter, but came to a halt quickly, and the site has been vacant for months.

"They started talking about this project in 2000, and then funding problems set it aside, and they have been putting it off and putting it off," said Seaman.

Carrie Bly, communications specialist with the Department of Highways, said the pier was built 10 feet off the intended location due to a plan error.

"The department has worked with the consultant to revise the existing design to accommodate a pier in the new location and avoid the demolition of the pier," said Bly. "The goal is to complete the project this year."

Seaman says he's heard every excuse in the book.

"Insufficient funding, protected wildlife and mistakes made with the plan," he said.

Some neighbors say they are mad and worry the DOH will get it wrong yet again.

"We are really mad, and that's the better word for it," said neighbor Della Westfall. "They out the dams in to prevent flooding, and now I think this bridge is too low for my side -- and I am afraid the water will come back into my house."

Westfall does say the area needs a new bridge because the existing bridge is dangerous.

"My grandkids go to the school across the bridge, and I have to drive over because I am afraid to walk over that bridge -- it's rusty, it's awful-- so we do need the bridge," said Westfall.

Bly said the project should be completed in the fall.
