Condition of Tappan Hill Road has residents on edge

HARRISON COUNTY, Ohio – Tappan Hill Road has become a problem in Harrison County.
With a limited budget, officials are constantly playing catch-up with resurfacing, but some residents feel this stretch is in dire need of attention.
It’s a road that is full of potholes, washouts, and clogged gutters.
Mike Bennett has asked for repairs to be made to Tappan Hill Road more than once. The answers he received weren't what he was expecting.
“Well we're asking for the road to basically be rebuilt,” Bennett said. “I mean, it needs a new road base on it because it's literally coming apart."
Commissioners say that decision to fix the roadway is up to county engineers.
“Here we go,” Bennett said. “We've got other roads with fewer people living on them that are close to our proximity and their roads are in much, much better shape.”
Doug Crabtree of the Harrison County Engineers Office said they applied -- and were denied – Issue 1 funding for the work.
The Engineers Office oversees the paving of the 200-plus miles of roadway, and finding money for repairs can be difficult.
“It becomes a very expensive process throughout the county to be able to do that to all of them,” Crabtree said. “So we have to prioritize and do what we can with our limited budget."
Crabtree estimates it costs about $80,000 to replace 2 inches of asphalt on a half-mile stretch of roadway. And
damage to the roadway may force engineers to revert it back to a gravel surface.
“We continue to put patch and patch and patch,” Crabtree said. “It may be something we have to take it back to stone, build the base back up and then look at putting asphalt back on top of that.”
Crabtree said they will continue to explore funding options to make the repairs to the road, but noted that with such a short budget, and grant money already paying for more than two-thirds of their paving projects, there was no time frame for when it could be completed.
