Who is moving artificial decorations at a local cemetery?

JEFFERSON COUNTY, Ohio -- Religious statues and artificial markers have been removed from a Steubenville cemetery, causing people to wonder what's going?
As it turns out, it’s the cemetery itself.
Union Cemetery policy says customers can leave artificial decorations at a site from November to March, but they must be removed during the grass-cutting months to prevent damage to lawn mowing equipment.
If a customer breaks the grave decoration regulation, they risk have their decorations removed and put away in the maintenance building.
Holidays like Mother's Day and Father's Day are an exception, and decorations are permitted during that time.
Cemetery workers said flowers may be placed at the grave anytime as long as a glass container is not used.
