Belmont County 1-70 connector project update

BELMONT COUNTY, Ohio – Belmont County Commissioners voted yes to “commit” funding of $1.9M to the 1-70 connector project during a Wednesday morning meeting, though it’s not yet being “moved.”

That’s an important distinction commissioners want to make clear.

The commitment will help the Ohio Dept. of Transportation to apply for additional funding in the project.

There are a lot of entities involved, as it’s a collaborative effort between Belmont County, the city of St. Clairsville, Richland Township, the engineer’s office, Belomar Regional Council, and most importantly, the Ohio Dept. of Transportation, a public partner, working directly with Belmont County for the purposes of its own portion of the project.

Lloyd Macadam, deputy director of ODOT District 11 engineer, told commissioners he needed their commitment to the project in writing to apply for funding.

“I know there was some grave concern that we were building a stub road,” Belmont County Commissioner Ginny Favede said. “I’m committed to a complete project, and I think my colleges are as well. We’re just going through the motions that are necessary in order to receive the funding to see that the project through to completion.”

“We’ve stepped up; we’ve done our job,” commission President Matt Coffland said. “We’ve got almost all the money. We needed a little bit of help to finish this project, and I truly believe that the state will come through.”

Commissioner Mark Thomas, too, is optimistic.

“The sole purpose of this is to help facilitate traffic flow. If you see the studies from ODOT of what’s going to happen in the next 10-20 years, this project makes all the sense to get done.”

Commissioners are not anticipating moving the money until late summer, when they’re certain all of the funds are in place.

They have asked for a status meeting with ODOT and the involved parties to make sure everyone is on the same page. That meeting is set for next week.
