EAST LIVERPOOL, Ohio – A plan for a vacant historical building to become a trade school is now starting to come to life.
The Ohio Development Services Agency recently received nearly $1.2 million in Ohio Historic Preservation Tax credits to rehabilitate the Ogilvie building in historic downtown East Liverpool and build a trade school in its place.
This is the first project in Columbiana County to access this tax credit program.
The two stores inside the building (Ogilvie Department and a variety store) were once the largest retailers in downtown East Liverpool, but the structure has been deteriorating since it closed down in the late 1980s.
"It’s been a long time, and this is just the tip of the iceberg,” Mayor Jim Swoger said. “We're going to bring East Liverpool back to prominence. Not only can we educate our people along with Kent State -- we're really good at that -- but it will also economically bring us back. It will help with tax dollars. We hope that this is bringing some other things.
“East Liverpool, in the 50s and 60s, was booming. There were five deep on the sidewalks, and we've kind of gone away.”
The New Castle School of Trades plans to bring its vocational training programs to the historic building.
"And we hope that New Castle will be the beginning,” Swoger said. “It’s not a completely done deal, but soon we feel that it is. The new Castle School of Trades are great people they stepped up; they've done what’s necessary."
This project will create more than 30 jobs and help the city improve economically.
They’re hoping for construction to start in July or August.
